Four states publish something useful. The rest do not, and several of the ones that do publish it under a heading that does not obviously say heating oil, which is why most households never find it.

Why we do not reproduce the lists
A licence status changes between the day we build a page and the day you read it. A table of licence numbers copied out of a register and frozen is worse than no table at all, because it invites you to trust a stale status. So each state page explains what the credential covers and shows you how to query the live register yourself.
That is a deliberate refusal and it is logged in the revision log with the reason, alongside the other things this site decided not to publish.
A credential says the company exists and files. It says nothing about the price on the invoice.
The British asymmetry, stated
There is no equivalent register in the United Kingdom. The HMRC controlled oil approval is a tax control and is not published in searchable form, and there is no consumer credential for a heating oil supplier. That is why this site never describes a UK company as licensed or registered, and why the UK side carries no supplier directory at all.
